They write HCL (HashiCorp Configuration Language) to create reproducible, version-controlled infrastructure across AWS, GCP, Azure, and other providers. They build reusable modules, manage state safely, and design infrastructure that's as reviewable and testable as application code.

Terraform is one of the hardest stacks to hire for right now. Demand far outstrips the number of developers who use it, so expect long searches and to pay at the top of the range.

Team setup

Terraform expertise is typically embedded within DevOps or platform engineering roles. For infrastructure-heavy projects (cloud migrations, multi-region setups), a dedicated Terraform engineer ensures consistency and prevents drift. For ongoing maintenance, Terraform modules should be designed so application developers can provision their own infrastructure through self-service. One experienced Terraform engineer can design the module library while the broader team uses it.

What to look for

  • Can write clean, modular HCL: reusable modules with proper input/output design
  • State management expertise: remote backends, state locking, handling state corruption
  • Understands Terraform lifecycle: plan, apply, and what happens when real infrastructure drifts from state
  • CI/CD integration: automated plan/apply pipelines with proper approval workflows
  • Multi-account/multi-region architecture experience

Red flags

  • Monolithic Terraform configs with everything in one file/state — unmanageable at scale
  • Can't explain state locking and has never dealt with state corruption
  • Uses local state files for team projects — recipe for conflicts and data loss
  • No understanding of Terraform workspaces vs directory-based environment separation
  • Can't write a reusable module with proper variable validation and outputs
